Taiwan market: PTS kicks off mobile TV trial broadcast

Public Television Service (PTS), one of the five terrestrial TV broadcasters in Taiwan, on September 3 announced the commencement of trial broadcasts of DVB-H (digital video broadcasting-handheld) mobile TV service in the northern region of Taiwan, with the trial scheduled to be completed at the end of 2007.

The National Communications Commission (NCC) issued three mobile TV trial broadcast licenses for the northern region and two for the southern region, with the PTS-led consortium winning a license for the northern region, according to industry sources.

Taiwan's top three mobile telecom carriers, Chunghwa Telecom, Taiwan Mobile and Far EasTone Telecommunications, are all partners with PTS for the trial broadcast, while Motorola and Qisda (originally named BenQ) are also partners to provide 200 DVB-H handsets for use in the test, PTS pointed out.

Despite the trial broadcast, PTS has not yet decided on whether to compete for a mobile TV operating license, the company indicated. But if it decides to compete, PTS may establish a joint venture with operators of mobile communication services specifically for the purpose, the company noted, adding that integrating PTS' terrestrial broadcasting facilities with mobile communication networks would make up a functionally complete infrastructure, PTS explained.

NCC will finish planning the issuing of mobile TV operating licenses by the end of 2007, with the issuance likely to be slated for early 2008.
